Actully yes. If a government oversteps its bounds, you can bring it down with force. The Rachni have no such option.

Honestly, in theory you are right, in reality ... I wouldn't even know of it.

Also we have no idea how Rachni culture actually works, so this is all speculation and ... *looks if Dean is around* ... prejudice.

Mostly because alternative that Cerberus just, I don't know, accidentally left an Alliance distress beacon right outside a Thresher nest and waited until the response team was attacked so they could snatch up any survives for a few merry years of torturous experimentation doesn't really hold much water. Not bad writing per say, more that it shows how uncreative the writers are that they have to frequently resort to the comic book logic of "if the super villain doesn't break out of prison then there wouldn't be a story".

But... that isn't the only alternative. There could be many alternatives to 'let's see what happens for the lols' besides 'we did it for the lols... accidentally.'

Are you simply incapable of considering the existence of things you do not know, or are you simply uninterested in imagining any context that doesn't suit your bias?

Here comes the point of the arguement where neither of us can really continue without ranting. The non-queen Rachni that we've seen so far were in a state of frenzy, tortured after months of experiments or stragglers on uncharted worlds, pretty much the equivalent of leaderless clans/tribes.

OP, the Council species are already in power, they don't need a black ops lawless group because they make the law. Why have something like Cerberus when they can order their Spectres to do whatever they want without any repercussions whatsoever, and they can genocide entire species and give homeworlds to whoever they feel like.

They don't need to declare "humans on bottom" specifically because they're much more encompassing than that, they declare themselves on top, and all the other "lesser species" "can't handle the responsibility and shouldn't be asked to carry this burden."

But common sense is not awesome or cool. Secret organization with divine destiny to rule the galaxy is much cooler, than boring normal armies. We all know, that Freemasons invented nukes and it did not take economical and industrial resources of most powerful nation of that time to do it.

That wasn't Cerberus, that was Saren and the team he hired. Cerberus smuggled drones away from the lab in the hopes of using them as shock troopers.

Those drones were smart enough to escape, acess freighters and set them to random destinations. Their sentience is most likely due to having been grown close to the Queen unlike those drones encoutered on Noveria.

How about the sort of practical, morally dubious projects and policies that could both justify a reputation as a 'pro-human group' and yet still fill us with terror?

Like raising alien babies who think of themselves as humans and foreign skins, in order to infiltrait the other races with agents who can't be identified by race?

Or conspiring, bribing, and manipulating Batarian pirates to target other species who have competing colonization cliams with Human colonies?

Or what if the secret ingredient to medigel turned out to be synthesized Thresher Maw acid?
