Have people figured out how the romances are all flagged and unflagged by player actions throughout the game? I highlight Act 2 because it seems like that's when everything escalates.
(My goal is to end up with Fenris, and he's maxed-out as a Rival, but I'm flirting with others, too.)

Not entirely sure how it works, but I think that Merrill and Anders are romance juggernauts, smashing the opportunity to romance anyone else if you bed them, even if you dump them right afterwards. Fenris and Izzy, at least - it might be possible to romance Anders even after ditching Merrill. You can still romance Isabela if you bed Fenris before her, but I'm not sure it's possible the other way around - it's apparently very easy to break his romance, so I would settle for monogamy if I were you.

There is a way to romance all of the possible LIs, except for Sebastian, and still end up with Fenris. I think the main idea is to go through someone's romance/flirt completely before moving on to the next companion. To do that, you'd need to find when flirt dialogue appears in Act 2 for a specific character, then go and take care of that. Also, you'd need to have completed their Questioning Beliefs quest before anything happens.
Izzy is rather simple to bed, since all you have to do is flirt enough with her. Next time you go to your house at night, she'll be there.
If I'm thinking correctly, if you want to sleep with all possible companions and end up with Fenris, the order you'd want to go in would be Izzy-->Merrill-->Anders-->Fenris. Merrill and Anders may be interchangeable, but I can't say for certain.
One more thing to point out, although it would seem rather obvious, you have to end the romance arc with one character before moving on to the next.

I have found it very difficult to romance Fenris after bedding Isabella even though I broke it off immediately after. Both times I have done this it has ended the Fenris romance. I have flirted with everyone and still been successful but sex seems break his romance. However, I haven't tried the route of going all the way through the romance with one character before moving onto the next, so may be that is the trick with Isabella and Fenris.
