What better way to get free labour, eh? Is there remuneration available aside from kudos considering it's a big multi-national company using someone's work for free? I also see that there are no resources provided, i.e. logos, images, colour values, etc. as it seems that's part of the "challenge". It's a lot of work for someone to do just for the credit and "fan participation" in your brand, and it's not even guaranteed their participation will be accepted or acknowledged no matter how much work they put into it, but obviously it's their choice should they take part.
For a company as big as EA/BioWare, this smells pretty stupid. Please think a little harder next time you wish to "engage" with the community to better respect them and your relationship with them.
If you are such an individual who is more than willing to participate, I don't discount your enthusiasm, but merely point out some discrepancies in this set-up and encourage those serious about their craft to not cheapen it in the eyes of large corporate entities who can do well to financially support the artists whose work they encourage.
Since they mention they wish for a "screenshot" entry, it's possible designs might only be used as a concept -- and possibly elements of the final art/design -- as there are no technical guidelines or specifications regarding building/constructing the site itself.
January 3rd also seems a quick turn-around considering the time of the year as well.

I'm certain BioWare already has talented web developers on their payroll - they have many websites that didn't just get designed and implemented by magic. They're not asking people to actually implement a theme and turn over templates, scripts, graphic images, and so forth, which is what an actual web designer would have to produce. A fair point about the deadline, although I guess the idea here is that most people will have vacation time to work on something like this. Other than being away or occupied during the holidays, a nearly two-week turnaround for just a mockup (not an actual implementation) seems doable. It sounds like you can just create a mockup in any graphics editor, you don't actually have to deal with HTML, CSS, Wordpress, cross browser compatibility, interface usability theorycraft and so forth...January 3rd also seems a quick turn-around considering the time of the year as well.
