Seems oddly specific for a skin pattern, though.

Bioware just did it to make her look more attractive, just like how they didn't end up including Tali as an ME1 LI because they thought people wouldn't have really wanted that, though of course it turned out people loved her.

Not dumb.  She bought into the picture of them as aggressive and bullying.  Not that it changes anything with respect to the eyebrow thing.  The explanation for which is, of course, that she's a love interest so the devs decided to make her look more human because they thought at the time that stuff like that was necessary to "sell" people on hooking up with an alien (just look at how surprised they were that so many wanted Garrus and Tali as LIs).  In-universe, there is no reason.  That's just how Liara happens to look. Convenient?  Yes.  Oh well. We'll all just have to manage somehow.
