I downloaded the expansion pack for all the classes but, at this time, there are no quests and it is impossible to obtain them. Is it because the pack is not functionable yet or I have to register or download something else to activate it?

You have to log into the servers from your game just once after the packs are downloaded to activate the DLC. Then once you log into the game (and in subsequent games) the boxes will show up in your home base (Gamlen's place in Lowtown-Act 1, Hawke's place in Hightown-Acts 2&3).
I am assuming you are talking about the item DLC for warrior/mage/rogue. There technically is no quest associated with it, you just go open the boxes.
