Haven't touched/thought about DA2 in a while, but if I remember right:
To maximise Varric's dps (approximately/without a spreadsheet) just pump dex until he has ~100% critical chance then move to cunning. It changes a little bit depending on what equipment you have, but in general, by the time he has 100% critical chance his base damage will be high enough that it's beneficial to increase critical damage. Alternatively you could just dump his stats into excel and create a list of all the possible dex/cun distributions for your level (and choose the one with the highest critical damage (base damage*critical damage%), assuming he has close to 100% critical chance).
Basically for rogues, dex = 0.5 base dmg and 1% critical chance
cun = 1% critical damage
for example, at a base damage 100 with 100% critical chance, a point into cunning will increase overall damage by 1 while a point into dex will only increase it by 0.5
At critical damage% over 100% it can start to become more complicated as increasing base damage by 0.5 can result in a larger increase than another point into critical damage%.
But unless you're going for speed runs etc such min-maxing really isn't necessary.
If you don't have any improve lockpicking rings (puzzle ring of the black fox) and hawke isn't a rogue you might have to pump Varric's cunning to a less optimal level, but if you maintain some sort of dex/cun mixture you should be fine.
The main thing would be to not put any con/will into him as it shouldn't really be necessary with adequate threat management/prioritisation etc
Also, you can't expect massive numbers from him as most of his 'insane dps' comes from his attack speed. With haste, bianca's song, well oiled etc. he basically becomes a machine-gun. If you are a mage and have nowhere better to put the PLR, Varric can get even more attack-speed.
If you're struggling/needing to protect Varric perhaps tuning things up tactics-wise (as in the AI programming) will be useful. Basically you should set it up so your mages and Varric crowd control any elites (e.g. freezing/petrifying, pinning shot etc) which sets up CCCs which are automatically executed through tactics. This means that all the more dangerous enemies die off and there isn't as much need to protect the party from any assassins etc.
The other thing which may be useful is getting some threat management. Getting hawke(manually controlled for manual dodging)/your more durable members to pick up threat via increased damage or specific abilities and Varric to automatically use threat management (goad, armistice etc) can reduce to the need to constantly baby sit him.
Anyway, in regards to the OP - i really don't know what's going on if you're getting crits that high with a S&S. i.e. you're either doing something really good or you're playing with a different patch, difficulty or something?
because the damage cap/lower damage of warriors usually means that the maximum damage that i've ever seen anyway is around 7k? and that was with a full will berserker (highest possible base damage) off an assault CCC. Maybe at higher levels (this was only my act 2 run) you can get a little bit higher, but 20-100k for a warrior is pretty beastly. That's higher than any rogues i've seen post-patch (but not quite up to a pre-patch assassinate
