I've been hearing about a new character, james vega an alliance soldier, but what's his story?

We'll probably find out some of his back-story in the game itself. He appears in the Mass Effect comic Conviction which picks up a few days after the events of the ME2 DLC Arrival and (presumably) helps set up Vega's appearance and status as a squad-mate in ME3.

He was roped in by Anderson to be part of the ME3 crew, to shut up the "where iz meh bisexual LI?" scrubs on BSN.

God forbid they make a team-mate that does not go under enough conventional standards.

He is said to be a blank slate though, ignorant to many things that have happened, and thus functions as means to introduce the story to new players. I am sure it will be cute in some way.
