If we were to go by comic book/soap opera/anime/every-other-work-of-fiction rules, THEN it's entirely possible. If you don't see a body, then they're still alive. And there's usually a 70% chance they come back evil, with some kind of vendetta against the protagonist.
Hell, I won't be surprised if they were rebuilt and indoctrinated by the Reapers, therefore becoming a secondary antagonist to Shepard in ME3.
In fact...I'm calling it now.

Seriously shep being able to be brought back after burning up in the atmosphere, crashing into a planet, and somehow not shattering into a billion pieces was bad enough now you want me to suspend my belief and say VD is somehow coming back from the dust stage? Sorry can't do it. The only way both of these horrible plot bunnies work out is 1: Sheps a cylon and 2: VD is a cylon which would also suck!
