I dunno. Think Liara loves Shepard, even if s/he does not have the same feelings for her. Since none of my Shepards were d*cks when talking to Liara, but professionals, I can understand why she's having feelings for him or her.
That's okay.
Still, I wish I could use an option to tell Liara Shepard likes but doesn't love her. It's not very nice to keep her waiting for affections Shepard won't return one day. Just my opinion.
It's Liara's obsession with Shepard that makes her feeling a bit stalkerish.
Especially if -not- romanced.

She always cares about how Shepard really is. She can see right through him. Even if you don't romance her she causes an emotional stir up inside of Shepard, even to the point of him always saying come back soon. She's a good friend of his because she's always there regardless of if he returns the crush she has. She's torturing herself to be around him, but she needs to be around him because of this false closeness he gives her.

Shiala is attached to him though as is the consort why else would she take the time to send him a message and give him a gift? Her role is something more which I'm sure we'll see in ME3.

But seriously, Sheperd has reached Memetic Sex God status in-universe. A better question might be whether Shepard's love for Liara is genuine, but that's entirely under the player's control.
