We dont really control that area fully, we just have colonies in clusters that about determine the rough borders of that area, 99% of it is still unexplored systems and undiscovered planets. Imagine how those "borders" would change if you discovered an intelligent species or two in that area, finding a mass relay into human controlled systems and suddenly appearing with a fleet of their own and batch of colonized worlds.
Point is, you cant draw real borders in space. Humans also have colonies in terminus systems. It's a random cluster of dots all over the galaxy, for humans at least, which is why defending them is kinda hard. Humans are new and everything is exciting to them, so many of them have a bit of a frontier mind and new colonies just pop up like that, tough it does come with a cost. Like all those raiders attacking new and poorly defensed colonies.
Other species are older so colonizing has come a little more reserved for them.
