ok so me and my friend wanted to play BG1 multiplayer with each other, i Forwarded the ports and set my Ip to static. it would not let him join, said he could not connect. I am running a windows 7 and he is running a XP.

You both need to forward ports or be in a DMZ. Have you enabled all the ports (below) for TCP and UDP.
TCP 2300-2400 2300-2400 TCP
TCP 6073-6073 6073-6073 TCP
UDP 2300-2400 2300-2400 UDP
UDP 6073-6073 6073-6073 UDP
TCP 47624-47624 47624-47624 TCP
UDP 47624-47624 47624-47624 UDP
If one or both of you also have software firewalls enabled (e.g. Windows Firewall) you'd need to add the game exe to them too.
Make sure you are either using wifi or ethernet, having both enabled could give your machine two addresses and the port forwarding could then fail.

well he somehow can not access his router. we tried gameranger, and i works with one of my friends but every time the one who can't forward ports connects it imminently drops him

Gameranger needs port 16000 forwarded for UDP if uPnP isn't enabled or supported by the router. Don't think he is going to get very far unless he can edit these settings.
