My Computer (From the Config)
Operating System:     Windows XP SP3
CPU:     3.4GHz Pentium 4 with Hyper Threading Intel
RAM:     1.5 GB RAM -> 9.45GB Available
     PageFile 3.35Gb -> 2.79Gb Available
Video Card:     1GB ATI Radeon HD4650
Audio:     SoundMAX Digital Audio
DirectX:     "DirectX 9.0c (Mar2009) or Later"

The game runs fine all the way till you get to the citidal, when joker starts to go to dock and the video for it starts the video starts to lag while the audio is still going and when the normandy finally docks and the loading screen fades the game freezes, you can see a faint outline of your charater.  i have no idea why this is happening, and i cant find aything that seems to be the same problem as mine.  I got the game via steam if that makes a difference, i have cleared the cach and verified the data files, but it doesn't do anything.

Any help would be appreciated

Re-verify your Steam cache, just in case. Apart from that, you can try going back to an earlier save, just in case your current save has become corrupted.
What version of the Catalyst Control Panel are you running? Also, what is the revision of tyour sound drivers?

Out of curiousity, how can you only have 1.5gb of RAM, yet have 9.45GB available?

I would ensure the graphics card drivers are up to date. If you're still having trouble I can try and identify the offending video file, which you could then delete/move so it would skip it, which may or may not help. A long shot.

I did re verify the cache, it was good. i restarted the whole game, same thing. i don't think that the problem is the video (i am no expert one game problems), it does complete, it is just laggy. i have also tried on a fresh XP install same result. i believe my drivers are up to date.
the ram thing i think i meant to put 1.45Gb available.
Catalyst Control Center version = 2009.0505.2224.38401

P.S. my computer runs ME2 just fine.

ME-2 has a smaller footprint on a system than ME-1 does, and can be run on a substandard system with an obsolete old CPU in it. ME-1 really does need a modern processor, and the requirements really do demand the C2D that is needed. You probably can eventually get it to do more than it is now, but if so, you may not obtain a satisfying experience.

You need to get rid of that old Dinosaur and move into the 21st century.

financial problems prevent me from upgrading to a new computer, i believe my computer can run the game, it plays the Eden Prime with no problems.

The P4s were replaced five years ago -- actually 5 1/2 now. That is literally forever in terms of PCs and games that run on PCs.  Sorry, I was thinking one thing and writing something else bout the tutorial segment.

Well unless i am mistaken the engine running during Eden Prime (the first level in ME 1) is the same one as the one at the Citadel (a location in ME 1). so i do not understand your saying that the engine wont work, because it does for the first level.

I am going to appologize for my noobishness. I found that the ati control center does not tell you if there is a newer driver out, but that I had to look for one. My apologies to you all for wasting your time. I appreciate the help you guys gave. I have updated my video card drivers and the game runs fine albiet with lower (but playable) framerates in the citidal 15-25fps.
Gorath Alpha, I agree that I should upgrade. But I intend to use my P4 till I can afford a newer setup so that is why I want to play this on my old hardware. And these P4s seem to be great cpus since they have lasted me since 2005 and have been able to play every game I have thrown at them.
p.s. sorry for the double post
