Ok so I want to build a character for another play through but in order to do that I would like to know how many health points enemies have on average on different difficulties as well as the ratio of enemy with defences vs only health...

(By points of health I mean something to compare the wiki to when it says that the Phalanx does a base damage of 109.8 points of damage per shot)

Something like:
Easy:  Enemies usually have (?) points of health and roughly 2 of 4 have some sort of shield.
Normal:
Etc:

It varies. enemies scale as you level up, so a level 30 enemy has more health/shields/armor/barrier than a level 5 enemy. As far as I know, I do not think anyone knows how much health or protections enemies have at the various difficulties.

On Insanity at level 30, the weakest enemies have about 500 health and 500 shields/barrier. Weakly-armored enemies tend to have very weak armor, less than 500 I think but I do not have any hard data or proof.

Personally, I would not bother trying to optimize your weapon damage, but just use whatever weapons you feel comfortable with.

Also as a basic reference:

Casual, Normal and Veteran levels, basic enemies will have no protections and only health, Lieutenants and sub-bosses will usually have one level of protection(usually lower points) and Bosses will have full protections but less overall points than higher difficulties.

Hardcore and Insanity everyone has protections, Lieutenants and sub-bosses often have total protection and bosses have huge hp and total protections. On Insanity there is a built in 25% time reduction to powers.

By full protection I mean they will have Barrier/Shields, and Armor levels over their health.
