I have a feeling that meant to lead into another quest, perhaps after finishing the Cerberus questline from Kahoku, but was cut as a result of time probably.

Yeah I forgot to mention that.:? I guess I wasen't really paying attention. But even if he is, why are we still getting the about face? I think it would be nice to at least acknowlede the guy in ME3. Here's my reasoning. Anderson when he first hears about him, it makes him uncomfotable. Kahoku is kinda being careful with his words to make you focus on the discovery of what happen to he missing marines. Thirdly he seemed  to have worked with Dr. Micheal. Do I sense a conspiracy?

Most likely the Alliance is covering something up regarding Banes.

You would be right - the Banes quest would have led into another quest about Cerberus where Shep could join Cerberus in ME1.

Even though they killed the Banes side mission before it could blossom. I believe BioWare might bring it up again, if anything just to put a solid end to it. They know they did a bad job in ending that side mission, so I'm sure they would fix it in ME3. Even if it is just a few meaningless sentences.
