I have made all things, that stands in the Internet, but I don't get the Item.

If I understand the question, I have the feeling it was a limited time offer, as I certainly never got one, myself, nor was I actually aware of it while the offer was still current.

That means EXPIRED.

I just visited the Dragon Age Wikia and discovered that this item is a reward for people who uploaded a character using the Dragon Age character creator. It's possible this promotion expired.
