CRAZY lag in menus and game

System:
AMD FX-6100 @ 4.2GHZ (TURBO core is off)
Realtek HD Audio (Hardware audio is turned off)
AMD HD 6950 @ stock, Catalyst 11.12
Windows 7 SP1, updated daily.
System is Prime-stable and does not overheat.
Mass Effect from Steam

I just grabbed Mass Effect from Steam during the holiday sale as I've used up my activation limit. Unfortunately, it lags out horribly, especially in the main menu. Strangely, everything also requires double-clicking. I have varified the games integrity via Steam, redownloaded, wiped out the .config folder, tried many different compatability settings, endusured global AA was turned off, ran in a window, and tried anything else I could think of. I'm at my wits end. Interestingly, CPU usage runs fairly high (~40% accross all cores) in menues, but GPU usage remains below 20%. Any help would be hugely appreciated. Thanks, guys.

1) Cut the cores back to 1 single core, by setting core affinity to one.
2) That system should run fin full max graphics without issue, so there is definitely an issue between your machine and the game.
3) FX 6100 is only supposed to have 3.3ghz not 4.2 so if you are overclocking at all, STOP.
4) Run in XP compatibility mode service pack 3.
5) Make sure DX9 is installed, sometimes Steam borks it, so a reinstall may be in order, get it from microsoft.
6) Make sure the Realtek drivers have been updated.

After setting core affinity to just a single core, it runs smooth as silk. Thanks a bunch! Is there a way to set this permanently, so I don't have to do it through the Task Manager every time?

There is a program called mass affinity somewhere that does this, you may try searching this site and can find it or Bogs on here may know where to get it.  At least I am pretty sure that was the name and that it was for ME1.

Mass Affinity was designed for ME2, although with some tinkering you might be able to get it to work with ME1. No promises though.
