Is this possible? DevCon addxp adds xp to everyone in the current party it seems.

Companion XP is tied to main character XP. If your main character is more than one level higher than a companion, the next time you add/remove them from party (typically via visiting the party camp), they'll be automatically leveled up to Main-1.
And, yep, whenever you earn XP, the entire current party earns it. There is no way around that.
If you're trying for a uniform level on the party, your best bet is to remove all companions, level main to L+2 of your highest level companion, then re-add all your companions. The game with auto-level them to L-1 of your main.
The only way to keep a companion at a higher level than the main character is to be very careful about when you add them to the party. Most characters will be added at main+1. So, if you add a new companion *just* after leveling up and then never earn more XP without them in party, they'll remain ahead of your main for the entire campaign or at least until you visit the fade, which forces you to earn enough solo XP to outlevel your party.
