After completing Chasing Shandra quest in the end of act 1 I get all those cutscenes and everything goes the way it's meant to be. The irritating part is that even though at the end of act 1 the game says that Shandra has now joined your party and is a free party member, she isn't there after speaking with Nevalle about proving my innocence in the Sunken Flagon. She doesn't even appear in the cutscene there. This unfortunately leads to rather amusing situation of having the spot for fifth party member because Shandra isn't there.
This problem has never occured to me before through multiple playthroughs. Is there a way to get her through console commands? Im not in the mood of starting the OC again just to fix this annoyance. Tried to reload the save where after killing Zeeaire I hadn't talked to her yet just to see would it help going through those cutscenes again and unfortunately not even the third time managed to fix the problem.

I don't think there is a way to do it with the console, though I welcome anyone to correct me.
Meanwhile, you should be able to fix it with GFFEditor.
In your saved game folder, you should have a file named roster.ros.
Open this file with the editor. Expand RosMembers and find Shandra (she should be number 10 or so, depending on what mods you have). Set RosAvailable = 0, RosCampaignNPC = 0, RosRequired = 1, RosSelectable = 1. RosLoadedBefore should probably be left at 0 or she won't use her XP (although you can fix that with the console).
(You may have to play with those numbers a bit; I don't have a save with her actually in the party, so I'm extrapolating).
There should also be a file shandra.ros. Make sure RosterMember = 1 and RosterTag = shandra and TemplateResRef = co_shandra
....
As always, back up everything before editing.

After a vast playing with the numbers of GFFEditor and many reloads after it started to seem like nothing would work.
I even reinstalled the game and tried with one of the older saves to test if it would actually help. Unfortunately it didn't.
Checked the save files many times and also noticed that Shandras .ros file was never created. Also noticed that there should be cutscene where I could recruit Sand into my party, and well, it never occured. The cutscene just abruptly ends after Duncan swears that he won't allow any Luskans to take me.
I decided to start a new game and now Im waiting where it'll lead me. Hopefully not another Sand-less and Shandra-less game. Thank you for looking into the matter though.
