Anyway, Bioware hinted a few months ago that Nigel WILL in fact be appearing, but we won't really know until we get the game. I'll see if I can find the link again for proof.
EDIT: Here we go.

At the 23:50 mark.
His answer to the twitter question asking about "Big Ben Sniper"
(grinning ear to ear) "Who is that guy? We'll have to find out..."
Then at the end of his answer - "So it's quite possible he is someone you will see in the game."

Personally I thought Zaeed was supposed to be Australian.

To this day, I continue to keep my fingers crossed for Benny comin' on board as a squadmate, DLC or otherwise. It'd be pretty awesome of Bioware if this guy turned out to be a "surprise" squaddie. News of this might make me forgive them for lack of a Jokermance. MIGHT. We'll have to see.
As of now, I feel the likelihood of Benny as a squadmate is on the high side if the "45-year-old British dude" Jesse Cox was referring to in a Game Station podcast is none other than the Big Ben sniper. In short, Cox notes the VA who was chosen for the role of a "soldier guy" in ME3 (most likely a squadmate) sounded like a "45-year-old British dude." When I think of the words "soldier guy" and "sounds like a 45-year-old British dude," Benny's the first guy who comes to mind. *shrugs* Who knows for sure, eh?

Immigration being what it is, names mean little when regarding a country as multicultural as the UK. I was born and more or less raised in Middlesbrough, but my father is Nigerian, my mother is ethnically Chinese and Portuguese, and my surname is Igbo. I would imagine it would be more of the same two centuries into the future.Agitated Lemon wrote...
I doubt he's british, just going by his name. It really sounds middle eastern, or African.
And "Zaeed" is an Anglicisatiion of an Arabic name.
