Why shouldn't it be compatible with weapon mods?
For the same reason the majority of the ME2 DLC armors weren't customizable.

I dunno, they seemed to have solved the whole "how do we do visual customization for guns that need to fold up," so why wouldn't they apply the system that they've got for the rest guns to these guns?Someone With Mass wrote...

I could have sworn they said that they wouldn't be doing any of this retailer-preorder-exclusives type stuff. It would be more upsetting if I hadn't gone with Gamestop, but all of this seems pretty lame (especially the bit about the N7 rifle).
It makes some sense from a competitive business standpoint but still...

And then they'll lose some it when the players that weren't able to get the exclusive DLCs wants them as regular DLCs and are willing to pay for it.
Exellent marketing strategy.

Does "N7 Warfare Gear" just mean the N7 assault rifle? Or does it mean the whole weapon pack (pistol, shotgun, smg) that comes with the Collectors Edition?
An extra sixty dollars for a new weapon? No.Pattonesque wrote...

Arright. So in other words, we do have to buy at least 2 copies of the game to get all the pre-order bonuses. Normally I'd be a bit miffed at that, but only having to get two is tolerable. Please don't add a WalMart and BestBuy pre-order exclusives unique to those stores.. PLLLEASE!
Sorry, are you actually going to pay an extra sixty dollars for one extra weapon?

And for the same reason you can't get the Terminus Armor now. Gamestop (in this case) owns the rights to it, and Bioware/EA has to purchase the rights to do so.

And yet you can't find the Terminus Armor & Weapon for the PC.
