I bet it will be before, with their early lives in places they were born etc as the title suggests

Phrases like "Now the fauxhawked soldier who'll be running alongside your Commander Shepard gets the spotlight in the first issue of the new Mass Effect: Homeworlds series" makes me hope that Vega will only appear in the first issue and the others will be dedicated to other characters.
Of course, even should this happen, they will probrably only focus on ME3 permanent squadmates.
