Are you shizznitting me? Jack/Kasumi/Thane is the least of that list's issues.
1.) Mordin is vastly underrated at 10, whoever this guy/gal is is a complete uber-paragon for that description ("he's like, twisted, man!").
2.) Call me biased, but Jack underrated at 8 too. Basically the same things said of Wrex can be said for her too.
3.) Kasumi, but no Zaeed???
4.) Liara. I mean, this writer can't even find a good reason to hate her that high "She's, uh, the daughter of a Matriarch (fascinating! ... not) and she became the Shadow Broker" (right place/right time, nothing more, and she's certainly not the only character who could fill that role, Miranda would probably be better) "and, uh... and she's back for ME3 now, yay!!!!"
5.) Team Dextro overrating. You can tell the writer simply likes them best, and ranked accordingly.

Seriously it isn't surprising. Garrus and Tali are popular characters and with any popular characters there will always be people who will criticise them heavily. Whether its accurate or inaccurate is a matter of opinion at times.

But that what's these types of things boil down to at the end of the day. How you define "best" could be completely different from how someone else defines it. I could personally find Wrex's character arc, depth, etc to be the best while you or anyone else could find Jack's to be the best.Hah Yes Reapers wrote...

Kasumi was basically a favorite and I really didn't have a problem with her character. I had a problem with Bioware for not letting us actually talking to her much on the Normandy like we can other squadmates.
