Listen here, looking the reasoning the list-maker has for ranking Liara where he does, it's weak when you compare it to other squadmates' own stories/situations and that's hardly an opinion. That Liara's mother is a Matriarch is not exactly a well-developed part of the story whatsoever, nor is it even too different than Miranda's story of basically being a test-tube baby belonging to a wealthy and corrupt businessman father (and yet, she's somehow ranked far behind Liara). As for being the Shadow Broker, that's nothing that another character wouldn't be capable of either, they just didn't "inherit" it like she conveniently does.
And yet, that's enough reason to put her above all but three other people in the whole series? Sorry, but there's basically nothing the guy who made the list can even say to distinguish her from the rest of the characters, let alone give her a higher ranking.

That's not true. Kaidan gets top spot, but after him comes Ashley, Thane, Garrus, Wrex, Mordin...and the rest are about equal. I like them all.
