I think the ranking goes:
Okeer: Probably the smartest Krogan out there, and he appears well known for it. His research and experiments into genetic modification and manipulation seem on the level of the smartest Salarians.
Wrex: Not only is he wise as others have said, with a potentially species-saving plan, but he also has the intellect to carry it out and lead his own people sufficiently at the same time.
Urdnot Scientist/Mechanic: Both seem to have a high level of raw intelligence for their particular profession and they both carry some wisdom regarding their role in the clan.
Patriarch: At the point that you meet him, he appears quite wise and smart, but obviously this was gained after his defeat by Aria.
Wreav: Seems to be quite smart in the respect that he can lead his people efficiently, but he's not high up there.

I'd say he's the most progressive Krogan, but the smartest? No. I'd think the Shaman or the weapon scientist on Tuchanka has that title.

Came in to say this. A scientist krogan would be "smarter" than Wrex, but he's head and hump above the others in general acumen.
They might not necessarily be smarter than Wrex, it could just mean that Wrex had no interest in being a scientist.

Wrex is by far the coolest, along with Grunt but as far as intelligence goes I would have to choose Fortack, after all he is a krogan scientist.

depends what you mean by smart OP. if u gave wrex a testtube and a jar of mayonnaise, i doubt he'd be able to clone you a baby dinosaur, but if you gave him a 3-00m shotgun and asked him to disassemble and put it back together again, id say he could.

If you want to talk about straight up genius Krogan you would have to look for Okeer. While he isn't all there in the head he is technically a very very intelligent Krogan.

Well Okeer was a scientist the only one ever for Krogans. I think Wrex has learned from the mistakes of the past and will do what he can to not repeat them. The other Krogans though? I'm not so sure they've gotten the point of why the the genophage plague was used.

Okeer wasn't the only scientist, there's Fortack.
