"The game can not start" error (BDtS)

Ok, I'm starting to get desperate here. I've tried every registry, compatibility fix I could find. I'm still getting this error i.imgur.com/YMvZP.jpg when trying to install the Bring Down the Sky DLC. Tried turning off the firewall - no dice. And yes, I'm using that universal key provided by support.

I'm running the Steam version of ME1 and Windows 7 64bit. The game without the DLC runs just fine.

Are you runnign eth installer as admin? If not, try that first.

If that doesnt work then open up a command prompt and type this in;
netsh int tcp set global ecncapability=disabled

Win7/Vista have ECN enabled by default, while alot of servers on the interwebz dont, and do not require it. Most of the time it is a non issue, but occasionally it can create connection problems.
ME2 under Win7 also has connectivity problems with the Cerberus Network due to ECN, and disabling it is the way to fix it.

Yep, I did try running it as admin. Still doesn't work. And by your advice I checked my network settings using "netsh int tcp show global" command and it says ECN Capability is set to "disabled", so it's not what's causing the problem either.

Update!! I've just noticed that I can't access EA's main website, but all other EA site subpages work, meaning I can enter the support, account page, but not the main page. When I try visiting "http://www.ea.com" Chrome gives error Error 310 (net::ERR_TOO_MANY_REDIRECTS): There were too many redirects. 

Internet Explorer just gives the "Cannot display the page" error. Funny thing is I can access https://help.ea.com/  just fine. I cleared all the cookies and all the browsing data, rebooted my router, disabled all non-system related background software, turned off antivirus and firewall and still can't access the main page.

Firefox gives error "The page isn't redirecting properly", "Firefox has detected that the server is redirecting the request for this address in a way that will never complete."

Tomorrow I'll try to access it from my sister's laptop.

Is there, by any chance, an issue with EA verification servers? All other websites are working fine.

Now here's the real kicker. I tried using a free VPN service and could access www.ea.com just fine. The "The game can not start" error also disappeared. So it seems that EA just bans whole networks from it's main page (only it for some reason) and the verification servers. That explains the issues with BDtS DLC.

I'm really baffled by this and don't know what to do. Support's advice was to change networks, but it's the only one provided to me by my ISP. I wish someone could forward to EA that they've screwed something up with their server verification.
