I didn't really do anything with my side unused characters till the end now they all have full sets of the best gear

I have a priority system. The MC gets the best stuff (you're the hero, and pretty much carry the group anyway). My 3 commonly used companions get good items for the roles with which I choose to use them. Everyone else in the party camp gets hand me downs as the main group gets upgrades. Example; Alister ended up with the Superior Dragonbone plate. Then Sten wore the Juggernaut set, and Oggie got a Legion of the Dead set. My MC wore the Warden Commander's armor for the duration.
There are enough armor sets, and weapons to equip everyone with something. Accessories are far more rare, and most of the benchwarmers ended up with none of that except their own unique items.

Am I forced to use shale for anything? I have the dex hotfix and it messed up her items and stats so I hope I'm not forced to use her in a party later. Please don't spoil anything if possible

You are forced to use Shale for Shale's personal sidequest =). Shale is nifty to have for Anvil of the Void but not forced.

I would't buy any stuff for the characters I'm not using, but any trousers I find that are of decent quality and useful to them, I will equip them with, in preference to selling it.

Before I sell stuff I do check if someone can use it. I don't go out of my way to buy things for people I rarely use, though.

I want everyone to have top tier gear so I can run through multiple pairings and see how funny their jailbreaks are.

I try to outfit all companions as well as I can within reason. I like to rotate all of the companions into the group. I like changing the party around, because I it means I have to change tactics/strategies when you choose different companions and different combinations of companions . It makes replay a lot more enjoyable and rewarding. Not judging anyone else (play how you want to play), but I would get bored with this game quite quickly, if I ran with the same squad every battle through the game employing the same strategies and tactics. So I mix up the group. Sometimes I'll even just pick at random without regard to their type (healer, melee, ranged, etc.)
