I'm aware of the existing problems with mass effects dlc bring down the sky. No one has really answered the problem with steam users though! I have the game on steam. I've gone to the old bdts download site. It just says mass effect could not be found whenever I download. I figure this is because its not registered, but you can't register it! It never prompts and as far as I can see there is no where to register. I've been on the EA chat. There is no help to be found there. Someone just tell me how to get it please!

I assume you have tried the download link provided ion the thread stickied at the top of the page?
Another user onthe forums has posted they are unable to connect to EA's servers due to networking issues with their ISP, so I would suggest trying to download it at a friend or family members place, or even an internet cafe.

Tried it I have. Multiple attempts. I've tried the fiddling with the registry option, I've contacted EA on live chat 4 times. Whenever I Download bring down the sky I get the error message "Mass Effect is not found". I don't even get to use keys or anything lol. I've done it at my home, and out and about. Luckily I'm on my laptop so I can try everywhere, but still nothing.

When you click on the link, are you selecting "Open", or "Save"? Simply downloading the file should never give you the "Mass Effect is not found" error, unless you click "Open", which means you are trying to open a 300+mb file via the internet. Save it to your local drive first, and then run it from there.
If you have the Steam version of ME1 (and ME2), you will need to run it first before attempting to download and install any DLC, as Steam does not actually finalise the installation until you try and run it, thus important registry entries are missing if you dont.
If you could post a screenshot of the error when it appears, it could help us troubleshoot the problem further.

Have you tried my write up here - social.bioware.com/forum/1/topic/131/index/1942301 for the Installation Cancelled message you're getting?
