Not without knowing the specs on your machine, etc, as outlined in the "READ FIRST" thread pinned towards the top of the forum. We're good, but we're not mindreaders!
Get us some info, and we'll be happy to troubleshoot.

Everything else DLC wise seems to run fine. This is the only problem with DAO that I have been 100% unable to fix.

As a side not Battle Dress of the Provocateur fails to install right now also, not sure if it is a related issue.

First off, if you have any mods installed, that might cause it. Second... you're pushing the minimum specs hardware-wise, but let's assume it's software for now.
I suggest trying to manually re-install the Lileana's Song DLC... I suspect something got screwed up with the original installation. If you go to the Solutions Roundup thread (linked below in my sig)... go to the section on DLC issues. There's a link about three or four entries down to the Dragon Age Wiki. You can download the installation files from there... there will be two that you need... the actual DLC and its "offer" file. Run both using the DAZIP utility (instructions on the Wiki), reboot, and see if it works.
Hope that helps.

p.s. You may want to reapply patch 1.05 after installing the DLC, if you find you have any authorization problems.

Ok so tried all of that. Also battle Dress installled, game just needed a restart I believe.
No luck on fixing the DLC. The problem for me is if I was having this issue with other DLCs, I'd be like ok its my hardware. But nothing except for Leliana's. Hell Dragon Age 2 plays fine with no problems.
Just from a programming point of view, it really feels to me like there is a very weak association between the model and its textures being drawn. I assume there is some LODing or model swapping going on in this DLC. I am also obviously not the only one who has had this problem. Doing research on the forums here, this issue has been around since the DLC went live. There are no good solutions for it though. From the looks of the posts, most people just give up. Which really sucks!
From a production point of view I can understand that this will likely never get the $$/Time/Resources to be fixed. I am 100% sure at this point there is nothing I can do on my end to fix it =\\.
Thanks for your help RaenImrahl, I guess I will just need to place the dlc when I get a new laptop and it likes the hardware better.

My opinion is that its an issue with the file packer. It seems to be the exe is trying to access loaded memory that isn't there, or is corrupt, or is not what the game needs data wise.
