If you don't sleep with your romance option will it still be a Romance in ME 2?

Other than Jack and Garrus, the romance is still active even if you didn't sleep with them.

If you partially romance a character in ME 1 (but don't go all the way) then it is still a romance. Strangely enough, however, one of my characters started a romance with Kaidan, but chose to save Ashley instead. When I imported my character into ME 2, however, the romance with Kaidan was still active.
