There was an old game called Traveller. I wanted to create a Traveller like game using Neverwinter.

If I can do this, what do I need to do?

Traveller, huh? That takes me waaaay back. Ah, the 80s. There's always the d20 Modern haks. A nice selection of sci-fi stuff there, along with a firearm system. Besides the NWNCQ tilesets, Goudea made a couple nice Futuristic city tilesets. His submission page can be found here. Also, be sure to check out Jez's stuff. Lots of cool stuff there.

I LOVE TRAVELLER!

The single best tool you'll find online for creating a Traveller mod is D20 modern. There are some good screenshots on the download page:

There are no traveller specific starship models, but there are some great modelers at CotI who might be willing to help you convert some models for a classic Traveller starship hak if you can convince them that you're serious about finishing and posting it (ie doing all the 2da work). Then you could easily add that hack to a d20 Modern base mod:
