Skryim's pros outweigh its cons, so the shallow romances can be overlooked. Whereas DAII's pros are so far and few between the cons can't be overlooked.
That said, this was something I criticized over in the Skyrim thread in the Off Topic section. The romances have no real effort put into them when I have no doubt that Bethesda could've made some decent romances if they tried. Would they be Bioware good? Highly unlikely. Would they be good? Probably. Aela the Huntress is my favorite follower -- married her and she's gone with me ever since I could make her my follower -- but I sadly don't get to know her that well.
What's worse is that, because there's no real sense of a relationship developing, her calling me "dear" doesn't feel right.
Because it really just is this:
"You're single? Great, let's get hitched!"
*gets married*
"I love you dear".
I do think DAII did the romances right, though I also think that the companions weren't given enough screen time. For a game that's supposed to encompass a decade -- and in reality only has a few select years -- you only have little over a year's worth of dialogue for each companion (since DAII has slightly more companion dialogue than DAO did)
