Two XBOX live accounts on one console cannot play Cerberus Network DLC??

My brother and I each have our own XBOX Live Gamertag and we bought Mass Effect 2.

I activated Cerberus Network on my account and downloaded the DLC.

How does he access this DLC?

Additional info: he played through it once before and had Zaeed, but now during his replay a year later he can't for some reason. Cerberus Network DLC isn't working at all.

Never mind. I simply had my Gamertag logged into the second controller as he played, and it now works.

Just kidding! The solution is not permanent--I have to be signed in every time he plays. Is there a better fix I can use?

Dlcs bought on your Gamertag should work for other Gamertags on the same consoles without any 'tricks' to get them to work. As such I think something else is going on in your case that you haven't mentioned.

I am inclined to think you may have changed 360s at some point. If that is the case you'll have to perform the content license transfer (link in sig) in order to get the dlcs to work offline. I would also recommend recovering your Gamertag(s) as well while you're at it.

If you haven't then something out of the ordinary is occurring, but so little info is available on that (not from you, just the circumstance itself; and you signing in is the only trick I know that can provide a fix of any sort).
