Indeed you can play the DLCs post-game. In terms of dialogue, however, you will be treated as though you started either story mid-Act 3, just before the climax.
In other words, don't expect any references to Anders' bomb plot or Hawke becoming the viscount or somesuch.
That said, dead characters will not be available for recruitment.

Guys, pls help me. I can not start Legacy: there is no statue in Hawke Estate to begin this history. I purchased in last week with the same account logged in Dragon Age II. I am playing in PS3 an alrealy re-downloaded and restart console several times. Who could help me? Thks.
