Man, that's a tough one. They're pretty close, especially on a PC. I would say that CE3's landscaping tools are a lot easier to use than UE3's
CE3 has the potential to be better from a user perspective, especially if you're familiar with Autodesks Maya, but UE3 has far better documentation so far. And last I checked had more development minded people in their community where CE3 seemed to have a bunch of 'bro-dude frat-boys" populating their forums.
The Free CE3 is also not the developer version of the engine, dispite what they've said they did cut some stuff out, whereas (UDK) UE3 is the full engine, just rebranded, and without the source code for it included.
Heck, UDK even recognizes dev kits.

You can, but try running through the forest around Flotsam; the sheer amount of detail is very taxing for the average PC. I would also nominate Frostbite 2 as an impressive engine. BF3 has some amazing effects.

They didn't design RedEngine for today's average PC. Had CDProjekt not pushed the limits of the PC, it would have limited the shelf life of the engine. You also wouldn't have got that sheer amount of detail.

Unreal Engine, I like it's versatility. And this is coming from someone who used UDK to make a game.

Red engine and Frostbyte in my opinion. Also Creation engine as others mentioned.
