The title basically tells it. I just bought Neverwinter Nights Complete, a pack that comes with all of NWN and NWN2, including the kingmaker premium module for NWN and the MoW premium module for NWN2. MoW was, in fact, the sole reason I bought this pack, since I already owned all the expansions for NWN and NWN2 (except for kingmaker, which I had never bothered with).
ANYway. After the long installation process, I started up the game and tried to start a new campaign in Mysteries of Westgate, and got the error message "Neverwinter Nights 2 was unable to load this module after authenticating it. Please reinstall your premium module." I have already tried repairing the installation, and it accompished nothing other than wasting an hour. Game version is 1.023. I'm using Windows 7, 64 bit.
I have attempted to look at the westgate.key file, after reading some comments elsewhere about it, but windows doesn't know how to read it, and notepad just displays a paragraph of unintelligible garbage characters.
Anyone have any ideas? I should mention, this pack does not allow MoW to be installed by itself, so far as I can tell. Reinstallation is all-or-nothing, and that's an hour-long process I'd rather not go through when I have no evidence that it will actually fix the problem.

Uninstall the module completely and then redownload it through steam. From my experience steam sometimes fails to download a file properly and the only way to fix it is to just remove the files and download them again. Your issue may not be the same but it's worth a shot.

The problem is I didn't get it through Steam. And even if I could somehow convince them to give me it, it isn't installed where Steam would put it.
This, I believe is the biggest problem I have: my copy of the module seems to be inextricably tied to the rest of this pack I bought. It's a physical pack on DVD, bought through Amazon. I may be able to uninstall just the module (I was looking through the directories and there seems to be a tool specifically for that purpose), but I can't figure out any way to RE-install just the module. The DVDs just install everything in one big lump, and they contain it all in .cab files, so I can't even dig out the module data specifically and try to make use of it that way.
...I can find the serial number for the module, though. Would it be possible to download it from any of the normal vendors using that number, even though I didn't buy it from them in the first place?

Update: Ok, I gave in and uninstalled everything, and installed it again, this time on my C drive. I prefer not to put things on C if I can help it, but I do recall that I've had trouble with previous copies of NWN2 installing properly on my other drives, and I figured I should do everything I could to reduce the chances of failure.
The reinstallation appears to have fixed the problem. I doubt the hard drive was the issue: it probably was some sort of error in the first installation. In the end, it makes little difference to me, since it's working now.

True, the end result is what matters, my guess here would be the registry keys for where the installation went for Mysteries of Westgate were incorrect, this would explain why it kept "insisting" you didn't have it installed. So your remedy for installing the game and all inclusive content to the default installation of "C" seems to have cleared up that little problem.
