Any squadmate could, presumably, but some more easily than others (Liara being probably the most difficult). Tali is the one who uncovers the evidence against Saren in ME1, and is important in the whole geth/quarian plotline. Garrus has none of that going for him.AgitatedLemon wrote...

I also find it funny how some people whine and complain about Tali's "favouritism" and such yet put up no fuss about Garrus's, despite the fact that he's gotten similar treatment.

The majority of ME2 squad mates are more connected to the story than ME1's
Mordin - Genophage
Legion - The whole body recover thing/stalking shep/Geth prespective on way
Miranda/Jacob - Ceberus
I guess Wrex is pretty important too with the Krogan and stuff
But these are the most plot orientated charcters I can think of

Technically, Miranda hasn't been written out of the plot, given her role form the leak. She's still very much a part, just not physically working with Shepard.
I haven't read Jacob.
