You need at least 2. Shepard dies if there's less than 2. And as long as Tali and Garrus survives, nothing else matters. The rest of them have a generic character to say their lines.

VS, Garrus, Thane, Vega, Miranda, Tali (although WHY??) and Liara. I also assumed that all LI would have their romance arcs completed, and not in the quickie "Horizon" way either.
I better get me some Thane screen time.
