What happens if you don't play the DLC?

For example, if I never bought LOTSB, would Liara never have become the new Shadow Broker? Or with Arrival, the relay would have not been destroyed? Or say with Overlord, I wouldn't have rescued David? Is this how it would have played out?

Some things are canon, and will happen regardless of you playing the DLC. Liara becoming the new SB is one of them.

With Arrival, is you dont play that, then Shepard is summoned to Earth for reasons other than the "war crime" of blowing up the Mass Relay and causing hundreds of thousands of deaths.

Not sure what would happen in regard to Overlord. I would assume some other Cerberus crew went in there and "cancelled the project with extreme prejudice".

A new ME2 playthrough without importing a ME1 save assume you did things even if you didn't play them, ME3 will do the same. DLC makes no difference, it can be assumed as well.

for arrival no matter if you play arrival or not in 3 you will still be in trouble for blowing up a relay and killing 300,000 batarains

Yeah I'm pretty sure LotSB and Arrival happen regardless of whether or not you actually play them. Essentially those two are a novel(s) the writers wanted to produce but couldn't because it would require involving Shepard and that opens up a whole can of worms. Which is a shame because I really liked both DLC's (even Arrival) and honestly LotSB at least could have made for a kick ass book.

The other DLC (Overlord and Firewalker) I don't think are forced either way.
