Shale or Sigrun would be great to return. Or even Justice, the DA:A one, definitely not Anders' Vengerance.
We may be seeing Shale hanging around with Wynne in DA3, who I am almost certain will be in it.
Which Dragon age characters do you want to return for Dragon age 3.?

*SPOILERS!!!*Sorry to be the Harbinger of bad news, but, Wynne's dead. She was killed off in the most recent Dragon Age novel, Asunder. She went out well, sacrificing herself. So whether she was alive in your playthroughs or not, she's gone now. However, Shale's still around.
That said, I would want to see a new cast for Dragon Age 3. No cameos, especially since said cameos might only serve to remind me about the things I disliked character wise in DA2. The frustrating/depressing nature of Merrill's story/romance or the fact that Aveline, easily the most heartfelt and complex female character (IMHO) in the game was not a romance option *despite* having romance dialogue. Also, not having cameos would help people forget about dead characters that magically returned from said death. I say start with a clean slate *while* trying to incorporate as much of the previous game's lore as possible.

I would like to see:
The Warden. A difficult one, but Bioware could give the option for 'import' players to play as the Warden once more, with the option for those whose Warden died or did not play, to make a new character all together. Either this, or the Warden does not appear at all. There is simply too much personal investment for this to be anything other than an all or nothing appearance.
Hawke. Importing Hawke is a different story. We could design and guide our character in DA2, but that story was more "Hawke's" than the player's. Taking the personality type and decisions in DA2 could lead to Bioware showcasing Hawke as a viable side mission character, or even a possible team member.
Cassandra. Her brief appearances intrigue me, and I would like to learn more.
Morrigan. Given the possible choices in DA:O and Witch Hunt, this will have to be a side mission of relatively minor importance but they cannot just forget about the child!!
Oghren. If only in passing. I want to see him playing Darkspawn blood drinking games with the initiates at Amaranthine.
Isabella. There can't be a DA game in which you cannot have group sex with Isabella.

I'd also like to see Carver/Bethany and Feynriel, but I'm MORE concerned with avoiding retconning available player choices, if possible, so they'd only be available to certain players, and this might not be an appropriate allocation of resources to the dev team.

Cassandra and Cullen as companions/love interests, definitely.
Love the idea of pulling ancillary/NPC characters into the next story.

I would also beg NOT to see either Leliana or Tallis again, if I thought it would work. Alas, I'm sure it won't. And I'm 99.9% certain that Leliana will return once again. Less certain about Tallis, but it's also likely
Apart from those two, and sticking strictly to companions, I'd say Morrigan and Anders are the most plausible candidates, given how much storyline relevance they have. Problem is, of course, that they can both be killed and romanced, so my first statement is doubly applicable here.
Apart from all those, if I simply had to go by personal preference, I'd vote for Varric, Sigrun, Shale, Zevran, Fenris, Alistair and Carver (obviously, this means Bethany as well, when applicable). Out of those, I'd say that Varric is the most likely to make an appearance (and, dare I hope, as an LI for the DA3 protagonist...?). And everyone else can be killed and/or romanced, so reservations apply.

Now I just went from cheshire cat grin to the brink of tears. Can't believe I forgot Wynne since she was my favourite female character in DA:O. Guess that doesn't matter anymore... Thanks for the news, though.
In my opinion, they shouldn't start DA3 with so many loose ends concerning its predecessors' characters. Or at least tie them on the way. Though it seems they already started doing that in novels. Still, how many people would be upset by not seeing their favourite characters at all? And I think BioWare could even learn from past mistakes and make the cameos glitch-free.

Given the rather checquered track record with cameos so far (dead people coming back to life, romanced status improperly carrying over, questionable redesigns *looks at Alistair, Teagan and Zevran in DA2 and shudders*), I'd really rather not have any cameos if there's a chance of that happening again. It's jarring from a continuity perspective, and it upsets people. Or just have cameos by characters who can't be killed or romanced...which isn't a lot of them.

Actually I don't think Morrigan can be killed, I think it's far too convient that even though you stab her she still goes through the mirror instead of just falling on the ground or something.
I see a future plot

Isabela
Merrill
Shale
But only if they are relevant in someway and not just shoved in as a cameo to "please" fans.

If they need to include a Witch of the Wilds as a companion, I'd rather they use Yavana, from the currently-being-released DA comics.

WHAT? NO!
But...can't she... raise herself from the ashes, or something? Please!

Well, at least she died heroically, and not because some ogre threw her off some cliff, or something.

Sorry about that. As for her coming back, I'm pretty certain Dave Gaider gave an unwavering, "No." I really think they're doing thier best to move on from previous characters since a lot of us continue to forget (myself included) that the Dragon Age series isn't about one particular character just like the R.R. Martin Song of Ice and Fire series that inspired it, rather it's about the *world* of Dragon Age, i.e. Thedas. It's the world's story as seen through different eyes.
But, with Wynne, that's especially one character where dragging her on, especially with all her, "I don't have much time left," dialogue would just be a disservice to the dramatic gravitas of her whole story. If I'm not mistaken she wasn't even supposed to show up in Awakening. I'll miss her, but, if you haven't read it, Gaider gave her an *amazing* final story. Read Asunder if you can.

4-5 new guys. Hopefully all interesting
1 return. Very likely to be either Aveline, or Varric
1 surprise companion. We're looking at Feynriel, Leliana, Charade, Tallis, Cullen or Cassandra.

The book was very "a song of ice and fire"esque. Which is a very good thing.

I'd like Cullen to be a DA3 companion, the poor sods been in both games so far seems only fair that he gets his chance to shine in the next one lol.
i agree he would be an awesome companion, not to mention the story he would tell to the new protagonist.
i would love to see pretty much all of the companions return, i think they have some sorta system in which charcters make a few cameos and we dont see them again (at least until the end, unless they are dead) or they have a part in whatever they have planned for the series, i definitely want Bethany or Carver to return,(unless they are dead) considering the little time we actually had with them

They should also bring back the Awakening wardens: Nathaniel, sigrun, oghren
story wise I can't see any of the DA2 companions coming back.
