Actually it uses both. And if your cunning is HIGHER than strength, it relies on cunning pretty much alone I think, but only with a special passive..."power" or whatever. Not normally.

And no on the armor. Still requires the necessary strength.

and armors still use strengts
Thank you
I am pretty new with rogues so I must ask :)

No, Lethality does not modify STR for the purpose of item requirements at all, both weapons and armor. Even with Lethality, you will still need 20 str to wear top light armor for example. Another example, even with Lethality, you will still need 31 str to equip The Veshialle weapon for example.

What Lethality merely does is making it so that (if your cun>str) the damage for weapon calculation comes from your cun rather than your str. For example, without Lethality, waraxes/longswords/maces use your str value to determine its damage calculation. With Lethality, it draws from your cun value instead if your cun value > str value. But to equip those waraxes/longswords/maces, you still need to boost your str up to the listed requirement value.

Many rogue skills are enhanced with high cunning. The typical rogue won't put much into STR; it will be either a dexterity or cunning focus for attributes. Cunning increases trap & lock & stealing ability, armor penetration, song of courage, power-of-blood, laceration, and (with lethality) weapon damage. In DA:O, a cunning-focus rogue is the highest DPS rogue.

I would say that it is the highest DPS MELEE rogue.  One can argue that a dex-focused ranged rogue has higher DPs than a cun-focused ranged rogue
