My infiltrator has no time dilation with the sniper (widow)

So I'm going through and finishing up play throughs in preparation for ME3.

My Infiltrator was only halfway through the Arrival DLC, so I hopped on him to finish up this play through

I realized I'm having a ridiculously hard time sniping people and I didn't know why until I used incinerate.

As you use it, the sniper zooms in and the flame shoots off in slow motion.  but it wasn't going in slow motion, it was going normal speed.

Then I realized every time I aim down my Widow sniper, there is literally 0 time dilation now.

I'm playing another infiltrator on a different character (level 20) and I've had time dilation the whole time

Is this a glitch?  I've never seen anything like this before.  Why doesn't this infiltrator have time dilation when i zoom with my sniper?  I specced into agent instead of assassination, but I was under the impression they both had the slow down zoom, but assass has a longer/slower one.

Has anyone else had anything like this happen to them?  I hadn't played this infiltrator for a long time so I didn't realize it at first, but there is definitely 0 time dilation.  Not in any way shape or form, yet my other infiltrator definitely DOES have the slow down zoom / time dilation feature.

Why is this happening?   It's to the point where i'm now afraid to import this character/class to ME3 for fear it will happen again in ME3

Unaware of the issue myself. As such I would suggest you ask on the character build forum as they know their stuff there (I am not suggesting it's a gameplay issue though I wouldn't rule it out either); perhaps they will know about the issue you are writing about. (Isn't time dilation a power that would need to be activated? When I use a sniper rifle with other characters using a power like Incinerate the 'shot' is released at normal speed with the sniping view. Just my experience anyway and just wondering if that's applicable to your case.)

As for being afraid to import I don't think such a fear is justified. The game mechanic is likely to have Shepard start at level 1 all over again and having to choose abilities as the game progresses after you gain the required experience points. At most an imported Shepard of a certain level with have certain bonuses. I highly doubt the game will allow a fully leveled up Shepard to start the game. That was the case from ME to ME2 anyway.
