You don't have to do his Questening Beliefs before Bitter Pill to be able to continue his romance. You can do QB after BP and then he will show up at your house again and you have the chance to really activate the romance. I had this on my first playthrough. But people here are talking about bugs, so to be safe you could make sure to do QB before BP.

For Bitter Pill to trigger, you must complete Blackpowder Courtesy and then, as other people have said, take Fenris with you outside of Kirkwall. I've never had to load more than once. The quest always triggers immediately.

I've had it not work if I go to the Wounded Coast.  However, I read that if you go to Sundermount, it occurs every time, and so far, it has for me.

well i m in act 3. had him kill his sister, went to go talk to him and he brought up that he wish he could have told her how he felt about her 3 years ago and than they kissed. I gave him
the blade of mercy. I don't have a dog. have I missed something? I probaly played way to fast. No spoilers please, but do they romance again? I know the last straw is the last mission.
is there Anything else I have to do to carry on their realtionship before it
ends

I they kissed in act 3 then they have made up and are offically together. There is one more scene in Last Straw.

Dog is a downloadable content, so if you only own the regular game, you didn't miss anything, you just don't have one.
