If it's an ok game at least, it'll get a 9.x
But, if my fears turn out to be correct, it'll get a 7.x
I wouldn't bet on either prediction though, there's lots of ways this can go.

IGN is giving out perfect 10s like they were going out of style. They gave one to Skyward Sword, Uncharted 3, and Infinity Blade 2 and none of those were really all that remarkable.

My guess is that it will get a 9.6 because it will have some flaw that holds it back from perfection and that's fine by me. I'd rather have an ambitious game that falls short of perfection like Skyrim then a predictable romp with no clear flaws like Skyward Sword.

It doesn't have to be remarkable to receive positive reviews. It has to be good. Skyward Sword, UC3 were both good. I haven't played IB2.
People throw around the words innovation and creativity like they know what it means. Not every other game in existence needs to be 100% original, or even 50% original.
One of the most influential games of all time - World of Warcraft, is an Everquest clone. CALL THE PO-LEESE!
The highest growing franchise of all time - CoD, takes note from the early MoH games (And takes some developers too). You'll notice that starting from CoD 4 they've moved away from this, significantly. CALL THE PO-LEESE!
Nintendo's highest grossing franchise -- Mario, every main game (Platformers) has largely been the same (8 worlds, Bowser is final boss, play as Luigi after you beat the game, pickup mushrooms). the only difference between them all are the obligatory visual upgrades and new powerups.
You know the funny thing? Every other game critic in existence and their mother rates these with consistent 8-10's on every game in the series. Clearly, IGN is to blame.
edit: The only franchise I know of that still consistently churns out rave reviews, despite changing their entire formula is Resident Evil. RE4 is almost universally regarded as one of the best games of the decade, RE5 ranges from "Very good" to "Near perfect". Revelations has been given a 9 from GameInformer (It isn't out yet).

They've got a 10 point scale with decimal points, that last decimal point should be pretty precious real estate or else they should just cut it back to a 5 star system like G4 uses.

Any philosophy that permits a perfect raiting is flawed, doesn;t matter if it's 10 points or 5 stars. 9.9 or 4.9 should always be the highest, considering nothing is perfect.

Usually i use those scores to determine if i would want to buy a hypothetical game. If it's 8-10 i then try the demo if they have it so i don't have to waste my time trying out all the demos that are out there. If i like the demo then i will go get the game once i have enough money saved up. Those scores are usefull to us players that don't have a lot of extra money to spend, which is why ME3 will be the only game i will buy for a couple of months.
