1.)Must be as excellent as the main component.

If I pay 50 dollars for a game, and a DLC is 15.00

Though i have to be careful, BW/EA putting out $5-7 DLC packs makes me more likely to buy than just a straight $30 expansion.
Although, who am I kidding? I'd buy expansions if they came out in a heartbeat.

Being able to re-use the existing village map should cut down on development costs significantly. Opening up access to the buildings, including an extensive network of crypts under the chapel, should be relatively inexpensive in terms of art & design time. When the players have fought their way into the crypts, the final boss summons a new wave of darkspawn so the party has to then fight their way out again. It's all about offering value for money, I think.

That said I am not one of the folks opposed to DLC, as I said before just opposed to "bad" DLC. Also I still do not understand the folks who are outraged that the DLC exists and Bioware is charging money for it. DAO delivers a game of uncomparable quality and quantity, the lack of any piece of DLC in no way detracts from the game. Why should anyone care if Bioware provides DLC and people pay for it? It would only be reasonable to have issue if the delivered game was lacking in such a way that the purchase of DLC was required to make the game playable and or enjoyable. I can't imagine anyone making that claim, particularly when so many people are complaining about the quality of DLC that has been put forward.
On one more side note: EASY WITH THE SPOILERS UP THERE!!!

I'm most interested in expansion packs. Extend the story beyond the current ending, increase the level cap and add new skills, talents and spells to go along with the higher levels.
I'm also interested in new classes with new origins. I loved to play as a monk in NWN for example.
A prologue focusing on Duncan and his life before the events of DA would be excellent as well. That character has so much more to give. Hell, a prologue for any of the party members would be neat.
I'd buy DLC that did nothing but add new skills, talents and spells.

- longer quest lines, with a rich story, political intrigues etc.
- plot twists !!
- i want to spend 20 € for longer and deeper content, then 5 € for one hour
- quest, campaigns after the original campaign
- dialogue based questlines
what i don't like to see is:
- item grinding content
- only combat content ... boring

1. New questlines that tie loosely into the primary story (Warden's Keep and Return to Ostagar are good examples), but are of decent length (WK too short). I want to see quests that are as long as the 4 Big treaty quests in DA:O (Broken Circle, Paragon of her Kind, Redcliffe, etc.). That's the kind of length I want to see.
2. New specializations/talents. I think a short DLC like Warden's Keep would be worth the money, if you got a nice new specialization out of it. I doubt a whole new class would be viable, though.
3. Small, standalone campaigns, with new characters. Flesh out Ferelden and its people. Maybe even cross paths with aspects of the main game, without actually running into the main party (except maybe as a quick cameo with some characters before they join the main story)..
Bad DLC:
1. Items. Yeah, I'm not a fan of DLC that's only purpose is to add phat lewt. I'm already wary of the upcoming Ostagar DLC, hoping it isn't just a short romp of pure combat to pick up the King's armor. And if DLC does add new gear, I'd rather it just have a new art style, than be overpowered.

1 Female Warrior - Neutral aligned (make 2 with one being good one being evil if neutral is not possible) [maybe a dwarf?]
1 Female Rogue - same as female warrior conditions
1 Female Mage - same as female warrior [maybe make it a dalish elf from the tribe you encounter]
1 Male Mage - since it's silly to have all joinable mages be female
If these characters would cost $5 each, I'd definitely buy the females (way too few females that can join the group compared to guys), and maybe the guy if he is funny enough. I suppose you could make one of the females a romance option along with the male mage to add some more options.
Examples of Bad DLC
- Items: why buy them when a mod can just put them in for free. If it ties in to a great piece of Dragon Age lore then fine, but making them the main attraction is dumb
- 30 minute areas: these are pointless to me. I don't really care about such little content being tacked on here or there. Make it a large story arc or forget it.

for example..
maybe an abandoned tewinter outpost, the black city (or dark city ?), ancient dwarven ruins and lost citys in the deep roads....orlais and the marchs i think is to big and will probably come in an expansion or the second part of DA
this is what i like to see, explore and go deeper into the dragon age universe
i want to inhale the DA universe, like a vacuum cleaner

Housing for heroes.
Playable expanded epilogues.
Large scale battles against Darkspawn with consequences on economy.
Quests to enter the fade and do some stuff there.
Spooky villages in remote regions where mysterious stuff is happening.
Stuff Bioware would have added to the game, but which was cut for budget reasons, but which they were happy they could have put in, such as alternate ways to solve quests and whatnot.
The list of possibilities is literally endless.

a few extra orgins may be a more classes something with some unarmed ablities other wise big waste to let you unarmed combat just for some realism why not fill in with some fantasy if money was the issue why waste it makeing unarmed then sure costed wat a few pennys to add it but if they didnt give that option i wouldnt be bringing it up they could have saved a bit from that and added to something else

1) New campaign
2) Addon to original story that takes the events to unfold to new places.
3) Addon to original story that adds to endgame
4) Addon to original story that adds a bit to it, ala Ostagar
5) Sidequests
...
X) Armour/Sword/Ring of uberness.

What I'd REALLY like is an expansion pack along the lines of Shadows of Undrentide, maybe call it "Road to Kal-Sharok"; after the PC finishes off Orzammar's main story, the new king tasks them with re-establishing contact with Kal-Sharok. Hilarity ensues.
That'd be an awesome expansion pack.

The male mage and the female warrior, yes I would love that. The other two...meh rogue can be either gender and we already got two female mages no need for a third. That's what I feel anyway.
