I think what some people mean about wanting the ME1 romance scenes is that it seemed more desperate so to say.
We want the culmination of a romantic relationship that has endured many hardships to be passionate and loving. With how Ash literally smothered herself into Shepard's arms was rewarding because it felt like emotions they had to hold back because of their mission. I think we can agree that sex=/=love but it does display a great amount of passion and vulnerability that we want our LI's to have when confronted with our shepards.

Shepard never takes off his/her clothes in the ME2 scenes.
So, you're basically taking the minor nudity of Miranda (bra) and Jacob (shirtless) and having that be the extent of nudity in the scene.
