All the big publishers hate PC gaming because it is hard to control and with so many creative people that would do mods for free that are better than overpriced DLC they feel threatened. Just look at how crazy the modding is for Fallout 3 or Oblivon and nobody bought the DLC...oh wait...Anyway, they(publishers) don't care about the future of the industry and how many current developers used to be modders. They also don't understand that pleasing your customers and building a good reputation like Blizzard (until recently) is much better on the long run than making a quick buck based on overcharged marketing and high expectations.
They only care about profit for the next 2 months or so. Or so it looks.
So all the big publishers have formed a secret organization, called the illuminati that methodically introduces more and more annoyances such as origin and worse (ubisoft) to make PC gaming less and less attractive. They still get competition from people like Boris Vorontsov with his ENB series that makes any dx9 game (including both Mass Effects) look much better, fully tweakable, and more up to date with cinematic per-pixel-lighting by simply putting a few files into the main folder. Other people are forced to use texmod and some of the many modded textures to fix some of the out-of-place low res textures in the mass effect series, since there has never been any official support for that matter. Hell, even fixing a main character face texture (Garrus) is apparently not as important as shoving visors and sun glasses into characters faces through DLC that don't fit at all and make cut scenes look silly.
There is no clear answer for your question. PC gaming has by far the most potential but is being treated like crap. If you like getting the most out of your games with community support/mods and not break your fingers trying to aim at something that moves while moving your own character with a controller play on PC. If you don't like waving through a sea of crap consisting of DRM, registrations, third party software, spy ware, forced internet connection and eventually looking for ways to shut all that stuff off, which has become it's own game, then play on consoles.
