The first vote saw alot of comments about how they voted for 6 more for the hair style with alot of them saying they wanted 6 in a different shade. Bioware saw an opportunity to milk the facebook polls for more when they didn't need to and made a second poll with several hair colour options with 6's face and hairstyle.

The way I see it, the community wanted more female Shepard in promotional material, so Bioware said 'Ok, here's six possibilities, how do you want her to look', and the majority voted for a certain option. However, apparently, a large part of the community wanted her to have a different haircolour, so Bioware again provided options.
If the majority of those who voted wanted that appearance WITH the blonde hair, why didn't they also vote for the blonde hair on the second poll?
Majority voted A, rather than B. Majority won. I don't see how you can argue with that. And I don't see how Bioware making a second poll at the request of the community is in any way 'milking' anything. Let alone something that makes them no money.
Then again, I'm particularly fond of redheads, so I might be biased here.
