I managed to hit 23 when I was in the palace, ended the game at 23.15 after killing the dragon.

Some people mentioned level 25, has anyone actually attained this? I missed the following quests:

11/12 love letters
Saving the Halas
And the guard-guy in the Denerim market district - I killed the trouble makers in the pearl so I didn't receive the followup quests because he said I was not subtle enough..
Top-Sider's sword thingy

Other than that - I'm pretty sure I got every damn sidequest in the game

You can get to 25 without exploiting bugs. If you side with the Dalish, you can buy unlimited elfroot at their vendor and donate it to their representative in your camp. You get 800 exp. per 99 elfroot (which costs about 1 gold).
