 I have Fenris at 100 percent.
he told me what happened 3 years ago was amazing and that he ll stand by my side.
well I m doing anders mission act 3 and the Anders said, are you ssure he's good for you..
and one of the options was, " he left me"
but I thought we were together.

Did you do his final question belief? Did you make up there and kissed? If so his romance is active. There is one more romance scene in act 3. But that is first in the final mission.

yeah. he brought it up and kissed me and said he ll stand by my side.
I just want to know why that was an option with anders in his justic quest.
I gave him blade of mercy and everything.
Fenris says he's mine.

Then the romance is active. It was proberly an option because the game assume that you did the Justice quest first.

The conversations in this game sometimes really fail. The writers made a lot of assumptions and wanted to make sure they covered every option, but a lot of times what they say still makes me headdesk. This is one of those times that it makes sense.
That line was also put there for the Hawke who told Fenris to 'take a hike' after "Alone" rather than take him back. (If Alone was done first) If it didn't happen that way, don't select that line.

Are there are any dlcs i can get that opens up for more romance options with Fenris?
I just downloaded the assissian one

Neither of the two DLC's progresses Fenris' romance much. Legacy's banters just ignore it except for one of Varric's lines (that's common to all romanced Hawkes).  The other romances (in particular Anders') get more mention.

The Assassin one is better at recognizing the romance. If you flirt with Tallis in Fenris' company he gets all "GRRR back off to Tallis" (Fenris doesn't like to share) but the Assassin DLC is the Tallis 'song and dance', even Hawke takes a back seat to her.

Of the two, I liked Legacy better.

Can you flirt with Sebastian while dating Fenris?
or will that screw it up with Fenris towards

You can flirt with Sebastian without harming Fenris' romance as far as I know. Sebastian doesn't really count as a "real" romance as much as the other four do.
I believe Sebastian will break it off at a certain point because you're already involved with someone else.

Yes, he will break it off before it goes too far. I've successfully romanced Fenris, Isabela and Merrill while I also flirted with Sebastian. His 'romance' won't break the others, Fenris won't acknowlege the flirting at all (IE get jealous). The game doesn't really seem to recognize it. In Act 3, instead of continuing his romance lines, Sebastian will put a stop the flirtation.
And he gives a wistful little "If only" dialogue line to Hawke in the last conversation with him at the end.
