Why would you post huge spoilers from the leak instead of going to one of the spoiler group pages and talking about it?. The Kaidan and Vega things aren't even confirmed btw.

It's possible that maybe they didn't want to suddenly ask the returning VAs if they were comfortable doing dialogue for same-sex romance scenes (I'd hate to have to be the one to ask; it's still a touchy issue, sadly). There was same-sex romance dialogue recorded for Kaidan in ME1, as I recall, although it was never actually used in the game (correct me if I'm wrong). Furthermore, the establishment of new characters probably presented an opportunity to give the gay fans some options, even if they're less than what we had hoped, while avoiding the aforementioned scenario. This is just assuming what the OP is saying is true, though.

It used to bother me a little that the series didn't have any LIs for gay dudes; kinda hoped that same-sex romance would have been included in a fairly mainstream game like ME2 because it would have been a sign of changing times and attitudes or something. Was a little offended when their explanation for its absence was that certain characteristics of Shepard's are supposed to be static, because the implication to me was, it would be silly if Shepard could be a gay male. I play a FemShep though (I like Hale's voice more than Meer's), so it never really mattered for me. The issue might be more complicated than it seems, anyway.
